Project Description

The Town of Mountain View, Colorado is seeking proposals from planning consultants to assist the Town in engaging the community and developing a Town of Mountain View Municipal Code (the “Code”) analysis to implement changes to the Town’s residential development standards that address various design concerns with new builds and substantial remodels. The Town envisions three phases:

  1. Data collection. Analyze the current Code, previous public discussions on this matter, and the comprehensive plan to understand the competing interests and issues at play and provide a summary or PowerPoint of the same.
  2. Community engagement. Hold various public meetings where Councilors and members of the public can comment on the issue summary and proposed solutions. Consider including a survey to narrow down on the issues and solutions.
  3. Code amendment recommendations. Provide a detailed summary of proposed Code changes that address the issues in accordance with community and Council feedback.

 

 

Background

The Town of Mountain View is home to 541 residents and over 15 local businesses. The town consists of a twelve-block area from the west side of Sheridan Boulevard to the east side of Fenton Street and from W 44th Avenue to W 41st Avenue. The town neighbors Denver to the east, Lakeside to the north, and Wheat Ridge to the south and west. It offers a small town feel within the large metro area.

The Town of Mountain View first developed building design standards in 2001. In response to increased development interest, the design standards were updated again in 2019. The increase in development interest as well as vision for future building designs were well documented in the 2024 Comprehensive Plan that was adopted in May. With an adopted Comprehensive Plan, the Town now desires building design standards reflective of the community’s vision for the future.

  • Innovative and tailored design solutions
  • Successful consultation with staff responsible for writing the solutions into our code

Request for Proposal (RFP) Submittal Requirements

RFP response shall contain the following information:

  • A cover letter explaining the consultant’s interest in the project
  • Breakdown of team personnel to be assigned to the project 
  • Resumes of key personnel in appendix
  • Previous project experience or summaries from working with small municipalities in Colorado
  • Contact information for up to three previous projects the Town can use as references
  • Proposed timeline of consulting process
  • A summary of what community engagement with Mountain View residents and elected officials will look like to ensure the analysis is in line with the community vision

Interested Proposers Meeting January 20, 2025
RFP Response Deadline January 31, 2025
Contract Negotiation and Award February 2025
Begin Work March 2025
Complete Work/Present to Town Council July 21, 2025

 

General Requirements of the Selected Firm

The successful firm shall:

  • Enter into a contract with the Town of Mountain View
  • Maintain insurance coverage for the duration of the contract period as outlined in the contract
  • Operate as an independent contractor and will not be considered employee(s) of the Town of Mountain View

 

Evaluation Criteria

Town Staff and selected representatives will evaluate each submittal based on the documentation requested herein, utilizing criteria that include, but are not limited to, the following:

  • Qualifications and previous related work of consultant’s key personnel and/or sub-contractors
  • Depth of relevant technical expertise of the consultant team
  • Level of understanding of Mountain View’s project goals, issues, and local needs
  • Level of experience with municipalities of similar size and/or government structure
  • Demonstrated ability to organize and lead effective, productive public meetings and in-house project meetings, while using appropriate participation tools and techniques
  • Quality of the sample materials and proposals package submittal
  • The consultant submittal’s responsiveness to the RFP
  • Community engagement approach
  • Confidence that the project can be delivered within the appropriated amount of $25,000

     

Legal, Submittal Delivery Instructions, and Contact Information

The Town of Mountain View reserves the right to either select the consultant that in its view constitutes the best overall value for the Town or not select any consultant. All submittals in response to this RFP shall be considered public information. 

All RFPs shall be submitted electronically through email with the subject line “Development Standards Analysis RFP Submittal from INSERT CONSULTANT NAME”
